    Singapore: Attracting World-Class People
     
    Now, coming to Singapore, you can have a illusion of being into a mini United Nation.
    Not only talented people gathering here, but also students. There is a popularity among Taiwan parents that is sending their kids to Singapore to receive primary and secondary education. According to the Taipei Representative Office in Singapore, the annual wave of students is around three to four thousand per year. Why foreigners, including the Taiwanpeople all choose to study, work and make development here?
    In order to more effectively respond to fast industry changes, in the past few years Singapore high-level set up  human Advisory meeting, thereinto, the Ministry of Manpower, Ministry of Trade, Ministry of Economic Development Board and the heads often gather in a room to look at the important direction for economic development, and make decisions about personnel choosing. Once the direction determined, each department would try their best to net people from all over the world. Singapore, for example, in the past two years, besides the electronic industry, the development of the biomedical industry has been actively promoted; due to a serious shortage of local talent, Singapore has to rely on others’ force.
     
    However, in recent years, the Singaporean government, in bringing in foreign talent policy, is not generous. Why?People think foreign talents are looting their work, but Singapore government thinks that the competition between local and foreign talent is not a zero-sum game”. The Education Minister Tamanrasset has a reverse thinking:senior professionals are possible to attract international companies come here to provide three or five jobs. The Singapore government thinks so



    現在來到新加坡,令人有彷若置身小聯合國的錯覺。
    不僅各國人才匯集於此,就連受教育的學生也趨之若鶩。許多台灣家長,也開始流行把孩子送到新加坡的中小學受教育。根據駐新加坡台北代表處的估計,這波學潮每年就有三、四千名。為什麼外籍人士,包括台灣人在內,不約而同選擇在這裡唸書、工作、發展?

    為了更有效回應產業變化的速度,這幾年,新加坡高層成立人力諮詢會議,其中人力部、貿工部、教育部與經濟發展局的首長們經常聚集一室,審視經濟發展的重要方向,決定所需人才。一旦方向確定,各部會卯足了勁,向外求才。例如,新加坡這兩年在電子業外,積極推動生物醫藥產業的發展;由於當地人才嚴重不足,必須借助他人力量。
     
    這幾年,新加坡政府在引進外籍人才的政策上,卻不因而鬆手,為什麼?人民以為外籍人才是來搶他們的工作,但新加坡政府卻覺得本地與外籍人才間的競爭,並非「零和遊戲」。教育部次長塔曼提出逆向的思考:「一個高級的專業人士,有可能吸引國際企業,來這裡創造三到五個就業機會,新加坡政府是這樣看的。」
